Anyone surprised?
Arguably the most corrupt city in the nation (and the most ineptly run) has no money to pay their union drones, likely due to their “leaders” stealing from the till to give their families lavish Christmases while the rest of the city (and state) suffers under democrat corruption/mismanagement/chaos.
I live downstate and we see the awful results of their thievery every day, how the hell can they get away with this for decades on end?!
