Intentions are good, I guess, but this does not address the problem. Gary Cooper’s movie “High Noon” has as its premise the answer to this question. In the movie, Cooper cleaned up a frontier town and sent a bunch of bad guys to prison. People moved in to the town and now it’s a great place to live. But the bad guys are getting out of prison and have pledged to return and kill the sheriff. The town thinks that the answer is to have the sheriff leave. After all, it is the sheriff the bad guys are having issue with, not them. Cooper replies that you have to face evil and conquer it or it will get stronger and scarier.
This naive payoff reminds me of the townspeople that Cooper schools.
