For the longest time I have been in search of a singular word (or perhaps hyphenated)
The describes the following person:
Someone that will spend 20 minutes describing in detail why they they do not have time or have other things to do in order to avoid doing a 5 minute task that is squarely in their responsibility. (something that they should have been doing all along.)
Any ideas are greatly appreciated.

Thanks for the suggestions. I work in the media and surprisingly in my 20+ years I have only come across 3 people that fit that description. One individual I was trying to help them save time. They were doing “dubs” of events so that those interested could purchase them. This person was using a process that took 3 hours a copy. But would not take the 15 minutes it would take to learn the “better” 5 minute process.
Another example was a salesperson who I had asked to take a proposal back to the office to give to their manager. The salesperson elaborated for near 20 minutes about how they would not be there for several days etc etc etc. and while I was in the office delivering the proposal.. who do you think walks in?
The general epithets, while certainly appropriate, I was hoping to find one that was definitive and succinct.
“Shirker” seems to be the most appropriate so far. I may add a colorful adjective to it such as “inept” or “indolent”
Lazy. Some people work really hard at avoiding work…
I should have mentioned that I really like your question. I think we need to be able to quickly and directly describe these types of behaviors.

Your question struck me because maybe it was directed at someone like me. I have been reflecting on it. I think it is really a deep question. I do not have a word for you, but I do want to give a response. I prefer doing so in a seperate post because it is long and maybe of general interest.
