Amendment 28 (Elimination of Direct Taxes and Budget Reform)
Section 1. The sixteenth article of amendment to the Constitution of the United States is hereby repealed.
Section 2. The direct taxation of any corporation, small business, farming operation or private enterprise by any branch or agency of the Federal Government is hereby prohibited.
Section 3. The direct taxation of wages, income, earnings, estate, wealth or inheritance of the Citizens of the United States by Congress, any administrative department, and/or any other branch of the Federal Government is hereby prohibited.
Section 3B. The Internal Revenue Service is hereby prohibited to levy or collect any direct taxes on legal citizens residing in the United States. The power of the Internal Revenue Service is hereby strictly limited to collecting taxes levied by the individual states, and shall have no direct regulatory power on the citizens of the United States or of the several states.
Section 3C. Congress shall make no law regulating commerce among the citizens of the Unites States or among the citizens of the several States.
Section 4. A Federal indirect retail sales tax (FIRST) shall be instituted on the consumption of goods and services, not exceeding 3-percent, and excluding items and goods essential to the life, health, survival and well-being of the individual citizens of the United States, without exception; and applied to all persons residing within the United States without prejudice. Federal sales tax funds shall be collected by State governments through the appropriate processes implemented through each state legislator, and distributed to the Federal government twice yearly, and with apportionment among the states.
Section 4B. Any tax, direct, indirect or otherwise, imposed on the citizens by the individual States including those collected for Federal purposes by the States, shall not combined exceed 7 percent.
Section 4C. The purchase of residential property, farmland, industrial property, retail and commercial property, vacant land, development, any combination thereof or any other property of any size for private or commercial use shall be exempt from any tax stipulated in Section 4 of this amendment.
Section 4D. The levying of taxes on land, property, real estate, residential dwellings or commercial structures essential to the well-being and livelihood of the citizens of the United States and of the several States by Federal, State and local governments.is hereby prohibited.
Section 5. The ability of Congress to authorize the printing and circulation of currency with no regard to gold or silver reserves, precious metals or natural resources, is hereby prohibited in the United States of America and the printing or coining of currency by the Federal Reserve is hereby prohibited, of which shall be dismantled within one-year of the ratification of this amendment; and Congress shall make no law instituting the creation or operation of any central banking system within the jurisdictional boundaries of the United States, and is hereby prohibited from borrowing against any imagined future or anticipated tax revenue, futures or stock market gains. Upon the dissolution of the Federal Reserve, all interest on debt shall cease, and payments to the accumulated debt shall continue as stipulated in Section 5B below.
Section 5B. Congress shall pass no budget exceeding that of 85-percent of the total amount of tax revenue collected by the several states in one fiscal year. Any remaining surplus shall be used to pay off debts. Receiving loans from foreign nations or governments by any United States government agency for the purpose of funding budgetary or extra-budgetary items strictly is prohibited.
Section 6. Individual citizens of the United States shall not be taxed by any State or Federal government or government entity, whether directly or indirectly, on private land or residence for which they hold title or deed to, without prejudice to individual debt or contract law, and shall have complete unlimited sovereignty within the boundaries thereof, and shall be granted allodial title in the form of a land patent, which may be passed on through to their heirs indefinitely, without penalty and without limitation.
Section 7. Congress shall have power to enforce this article through appropriate legislation. This Amendment will take effect within ninety (90) days after ratification by three-quarters of the States.
Amendment 29 (Election Integrity)
Section 1. Congress shall make no law or regulation that applies to the citizens of the United States and of the several states that do not equally apply to all individuals employed by or partnered with the Federal Government, with no exception.
Section 2. Neither Congress nor any branch or enforcement agency of the Federal Government shall make any law or decree regulating election laws and processes of the individual states set forth by the state legislators thereof, with the exception of Sections 2b, 2c and 2d below.
Section 2b. Voting in Federal elections prior to the first Tuesday of November (election day) is strictly prohibited with the exception of ballots cast by absentee, which must be received by the appropriate election authorities in each precinct in each state at a time no later than closure of polls on the night of the first Tuesday in November as stipulated by each state law, after which shall be discarded and not counted. All absentee paper ballots distributed to individuals must be requested by the voter wishing to vote by absentee, and shall not be distributed en masse to the general public, and citizenship status and signature verification and ballot inspection must be conducted by a representative of all major parties in the presence of an independent witness.
Section 2c. All persons voting in Federal elections must provide proof of citizenship prior to registering to vote and photo dentification must be provided prior to voting in any Federal election.
Section 2d. Amendment XXVI of the constitution is hereby abolished. The right of citizens of the United States, who are twenty-one (21) years or older, to vote shall not be denied or abridged by the United State or by any State on account of age.
Section 3. Congress shall have power to enforce this article through appropriate action, effective immediately upon ratification of this amendment.
Amendment 30 (Strengthening the Second Amendment)
Section 1. Neither Congress nor the legislators of the several states shall pass any law, regulation or statute restricting or abridging the individual right of the citizens of the United States to keep and bear arms; that standing armies during times of peace should be avoided as it is dangerous to liberty, and ought to not be kept up, and that in all cases the military should be under strict subordination to, and governed by, the civil power.
Section 2. All firearm control measures implemented by States restricting the ownership, carry and lawful use of firearms or firearms accessories by law-abiding United States Citizens are hereby classified as unconstitutional and is repealed by passage of this amendment.
Section 3. The right of the people to keep and bear arms as stipulated in Amendment II shall remain inviolate, and is an individual right of free citizens, irrespective of the formation of well-regulated militias which are necessary to the security of a free State.
Section 3B. The Department of Alcohol, Tobacco, Firearms and Explosives (ATF) is hereby abolished. No other State or Federal administrative agencies shall be created, and no existing departments or agencies currently in existence shall have the power to create, enforce or impose laws regulating firearms.
Section 4. Congress shall have power to enforce this article through appropriate action, effective immediately upon ratification of three-quarters of the States.
Amendment 31 (Repeals the 17th Amendment and Imposes Term Limits for Senators)
Section 1. The seventeenth article of amendment to the Constitution of the United States is hereby repealed.
Section 2. Article I, Section III is hereby restored. Senators of the several States shall be appointed by each State legislator for a term not to exceed six years, and not exceeding two terms.
Section 2b. Current Senators in the Senate at this present time who have retroactively exceeded their term limits shall fulfill the remainder of their terms and are not eligible for reelection by next election cycle.
Section 3. Congress shall have power to enforce this article of amendment through appropriate action, effective immediately upon ratification of three-quarters of the States and enforced by next congressional election cycle.
Amendment 32 (Tightens Census and Redistricting Laws)
Section 1. Congress shall make no law mandating to the several states redistricting practices for congressional state representation in the House of Representatives, and only verified citizens of the United States shall be counted in the census. Non-citizens shall not be counted in the United States census for the purpose of reallocating electors or congressional seats in the House of Representatives.
Section 2. Congress shall have power to enforce this article of amendment through appropriate action, effective immediately upon ratification of this amendment.
Amendment 33 (Term Limits for Representatives in Congress)
Section 1. Congressional members in the House of Representatives shall serve no more than six (6), two-year terms by direct election by the people in each district of each state.
Section 2. Current members of the House of Representatives at this present time who have retroactively exceeded their term limits shall fulfill the remainder of their terms and are not eligible for reelection by next congressional election cycle.
Section 3. This amendment shall go into effect immediately upon ratification of this amendment.
Amendment 34 (Prohibits Congress from passing bills with unrelated expenditures i.e., ‘pork’)
Section 1. Congress shall not pass any budget, law, spending bill, statute, or regulation that is not reasonably ascertainable to the common people of the United States, and shall never exceed the number of words in the United States Constitution of 4608.
Section 2: Congress shall not craft or pass any budget, law, spending bill, statute, or regulation that includes the direct or indirect funding of unrelated expenditures not pertinent to that bill, with each unrelated line-item presented as separate stand-alone documents to be voted on individually by Congress. When crafting bills or legislation, the definition of words, terms and phrases shall not be overtly vague or changed from their original, historical or commonly understood meanings, and the use of broad or deliberately confusing or vague language as to circumvent this amendment must be avoided.
Section 3: The term infrastructure shall be limited to roads, bridges, trains, airports, cellular towers or any other means of physical transportation or communication commonly used by the citizens of the United States.
Amendment 35 (Sunset Clause)
Section 1. Any new law, regulation or statute passed by the legislative branch shall have an effective expiration date of two years from the date of executive signature, at which point the House of Representatives must reexamine such legislation and reasonably justify the continuation of such law.
Section 2. The Senate shall have the exclusive power to abolish such laws, regulations or statutes if the House of Representatives fails to adequately justify continuation of such legislation to the satisfaction of the Senate. If Congress fails to hold hearings on said laws prior to the date of expiration, any law, regulation or statute will be rendered null and void and will require formal repassage of the legislation by Congress.
Section 3. This Amendment shall not be used, misinterpreted, or misconstrued as to circumvent, nullify the Constitution of the United States, or to deprive the natural rights of the people of the Unites States and of the several States as established and enumerated in the Constitution of the United States.
Amendment 36 (Limits seats on the Supreme Court to nine justices)
Section 1. The Supreme Court of the United States shall be limited to a maximum of nine justices, of whom are nominated by the President of the United States to fill vacancies at any time during said term, and who’s hearing, confirmation and/or rejection is solely delegated to the United States Senate.
Section 2. This amendment shall go into effect immediately upon ratification by three-fourths of the States.
Amendment 37 (Limiting emergency powers)
Section 1. Neither the legislative nor executive branch of the Federal Government of the United States, nor any administrative agency, court, or government official shall dictate, pass, enact, legislate or enforce any law, statute, or decree limiting the movement, economic activities, or any other right guaranteed to the citizens of the United States by the Constitution of the United States in the name of public health or any other declared state of emergency.
Section 2. Any state of emergency declared by the President, or any other government official, or government agency, shall expire at midnight exactly thirty days after emergency declaration, and shall only be extended with approval by the Senate by two-thirds majority vote.
Amendment 38 (Limitations on Changing Senate Rules)
Section 1. Any legislation, budgetary or otherwise, put forth to a vote in the Senate must have the votes of two-thirds majority of total Senators present.
Section 2. The filibuster is hereby a permanent procedure within the Senate and shall not be abolished at whim, and shall require two-thirds majority vote of all Senators present to end such filibuster for each legislate bill or law debated.
Section 3. This amendment shall go into effect upon ratification of three-fourths majority of the States.
Amendment 39 (Tightens Immigration Laws)
Section 1. Any non-citizen person who has unlawfully entered, the borders of the United States regardless of circumstances, and/or any non-citizen persons born to noncitizen parents unlawfully residing within the borders of the United States, shall be permanently disqualified from consideration of citizenship, asylum and/or economic and employment opportunities within the United States, and shall immediately be escorted back to their resident country, without prejudice, without limitation and without exception.
Section 2. Any State, Federal or local elected official who promotes, encourages, enables or harbors illegal persons, or provides sanctuary to illegal or undocumented persons within the borders of the United States in direct violation of Federal law shall be removed from office and fined of a minimum of $250,000 and/or up to five years in Federal prison, without exception and without prejudice.
Section 3. The judiciary shall not have the power to overturn or pardon criminal convictions of illegal or undocumented persons in direct violation of immigrations laws.
Section 4. Congress shall, through budgetary legislation, provide the funds to enforce immigration laws and provide border security and barriers through established constitutional processes. The militias of the several States and the National Guard of the several States shall be called upon, if necessary, by the governors of their respective State during times of emergency or invasion.
Section 5. This amendment shall go into effect immediately upon ratification of this amendment.
Amendment 40 (Abortion)
Section I: The issue of abortion shall be solely delegated to the people of the individual States through their State legislators, and neither the Executive nor Congress shall have the power to issue any law, order, decree, bill or budget promoting, prohibiting, or funding any practice that terminates a pregnancy.
Section 2. Neither the States nor the Federal government shall have the power to create any law or decree violating the conscience or religious objections of individual persons, groups, businesses, organizations or States, including those within the medical community, to participate in, fund, provide or promote the practice of abortion, based on first amendment grounds.
Section 3. This amendment shall go into effect immediately upon ratification of this amendment.

I agree with all but number 29 and 39. Change 39 to ” children born to non citizens illegally in the borders shall not automatically become citizens. They may apply legally to do so when eligible.” I don’t think children born to illegals in our borders should pay for their parents crimes. Its not as if they had any choice in the matter. As to 29, either abolish draft entirely (not wise though in my eyes) raise the age back to 21.(not sure about the wisdom of that) or leave the voting age at 18. Hardly right to get drafted if you can’t vote on people who will draft you. Or maybe, allow any drafted citizens to vote regardless of age.
