I just had a thought. We still have ham radio and citizens band radio to spread the word. Eventually the FCC may crack down on it’s use, but it may be effective for a while. Not too many people are radio operators and you need a license for ham radio, but in times of national emergency it has been very effective for keeping people in touch with the outside world. We could even use code to transmit our message to a few operators who could pass it on locally. Yes, the authorities have code breakers if it came to that, but it’s an interesting idea just the same. Is this worth exploring? We may even get local AM and FM radio stations to help in a underhanded way. Smartphones can receive FM radio.

Is it possible to do “Pirate Radio” out of Mexico anymore?
We could transmit from a ship 3 miles out like they do in the UK. I can remember listening to new Beatles tunes while at sea. The BBC has everything locked down.
