The first ten amendments to the Constitution are The Bill of Rights. These are the human rights that the Founders held inviolable by government. More than half of the States insisted on these guarantees to ratify, and two States did not ratify the Constitution till the Bill of Rights was ratified. THE Conventions of a number of the States, having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of public confidence in the Government, will best ensure the beneficent ends of its institution.
Without the Bill of Rights, the entire compact betweeen the States is altered, and in the eyes of many, to amend away any of the guarantees in the Bill of Rights would break that compact, invalidating the government, for if one guarantee can be voided, so too can any or all of them.
