Bill. USB is a digital protocol. Cable length doesn’t attenuate input gain. With digital, usually it either works, or it doesn’t, or when it’s close to the edge, you get “packet loss” which gives a very distinctive digital breakup (everyone who uses a cell phone has heard this).
It’s more likely your windows settings. Windows likes to nanny the mic settings and change gain levels and stuff for things like echo cancellation, and a bunch of other “features”. Make sure they’re turned off. Go through all the mic input settings and turn off all that crap. Especially “allow windows to adjust input levels” (or something to that effect).

The long cable was definitely the problem, usb being digital has nothing to do with the issue. The issue is pushing the electrons over the distance. Any usb cable longer than about 6ft will have problems because of the low power being transmitted. USB cable specifications list the limits at about 5 meters (usb 2.0) or 3 meters (usb 3.0) but for real world applications 6ft is all you can expect to have reliably without using a repeater of some kind.

The point is that the failure mode of a USB cable isn’t lower volume. It’s broken or audio, or no connection at all.

Any cable over the specified length would be some sort of repeater anyway. I doubt bill was running a 15′ cable (or even a 9′ cable) that wasn’t an active USB cable (I have three of those running from my game/home theater PC to USB hubs near my couch).
As I said, if the cable worked at all, or didn’t produce staccato regular digital breakup, then it was more than likely windows nannying the sound settings, which it definitely does if some of the stock features are turned on. I’ve seen this 1000 times and helped people fix it.
