It seem that Deputy Assistant Secretary of State Kathleen Kavalec interviewed Christopher Steele before the first FISA and checked names, dates and locations on state department data base and warned the FBI/DOJ that Steele’s information was wrong. The FBI failed to pass that to the FISA courts and failed to tell Wray or pass it to the Inspector General. Its triggered immediate court proceedings against someone and the relevant line in the documents.
Steele reported that part of the Trump Russia cooperation was run (partly) out of the Russian consulate in Florida.
Kavalec noted in the email that there is no Russian consulate in Florida.
The inspector general Michael Horowitz was never told and needs to re do part of his report which was about to go public soon.
